Hunt for owners after emaciated dog found

Officers from the City of Casey are investigating alleged animal cruelty after an emaciated dog was found wondering in Narre Warren South.
The council has said it will take action under the Prevention of Cruelty to Animals Act 1986 and won’t tolerate any mistreatment of animals within the municipality.
The response comes after the two-year-old male black and brindle Staffordshire bull terrier cross was found wandering on 1 January.
The dog is now on the mend, but the council is investigating.
City of Casey Mayor Amanda Stapledon said that when it was found, the young dog was emaciated with his bones clearly showing through its skin.
“Emaciation is a predominant symptom of malnourishment and starvation which can lead to prolonged fever, infection, malignant diseases and other conditions in dogs,” she said.
“The City of Casey is calling upon any resident with any information about this neglected Staffy, including where the dog resides and the owner’s identity.
“Without knowing who has inflicted the abuse against this defenceless animal, no enforcement action can be taken against the alleged offender.”
Cr Stapledon said offenders, if caught, can expect more than a slap on the wrist if found proven in the Magistrates’ Court.
“Magistrates can impose jail terms of up to five years for such offences as well as infringements reaching up to $10,000,” she said.
“Animal abuse is a sickening act that is committed against the most innocent of creatures.
“When a cowardly attacker has hurt, mistreated or neglected a defenceless animal, enforcement action needs to be taken against those offenders.
“We are committed to standing up for our animals and will continue to do so into the future.”
