No right to sell

WITH reference to the advertisement in the Berwick News, Thursday, 16 July 2015 under general notices, “Casey City Council Notice of intention to sell land”.
We ask what right has council to sell Crown land?
According to the Department of Environment and Primary Industries website, Property,Titles and Maps, Crown land can be managed by Committees of Management such as community groups, councils and statutory bodies, and also does mention that Crown land has been set aside for the employment and benefit of the people of Victoria.
Going by these facts, how could local councils sell land that did not belong to them? It seems that there are also other areas that the Casey Council has put up for sale.
