The new operation, which will take place in Narre Warren, Endeavour Hills and Cranbourne, will be run during March and April as police try to reduce the road toll from collisions involving cyclists.
Police patrolled shopping centre car parks and secondary schools in Cranbourne on Tuesday from 7am to 3pm as part of the operation.
Leading Senior Constable Dave Smith told the News police spoke to 13 cyclists in relation to not wearing helmets and issued a number of penalty notices and bicycle offence reports.
Mr Smith said most of t he offenders were young cyclists.
“We’re not out there to issue fines. We want the community to stay safe,” he said.
Last year police were called to 20 collisions throughout the City of Casey involving cyclists, seven of which involved serious injury.
The aim of the operation is to promote and educate the community about the importance of bicycle safety.
